[OpenMadrigal-users] Additions to Haystack Openmadrigal site

All Millstone Hill I.S. Radar default data files at the Haystack
Openmadrigal site now have catalog and header records at the beginning
of the file. The velocity data in these files is now chirp-corrected.
Local users who directly access the database through Fortran programs
should no longer ask the Fortran library to do this correction.

Several new Geopysical index files have been added to the database
including IMF and Plasma data, Estimated Hemispheric power, Midnight
Equatorward Boundry, Sunspot Number, AE and Dst. Time-coverage varies.
These files were imported from the NCAR CEDAR Database and installed as
is.  They will eventually be reorganized to reduce access time to
individual records.
