[OpenMadrigal-users] Madrigal rebuild

As per John Holt's suggestion, I've modified the madrigal installation
so that the file users.xml.template is installed, not users.xml. This
means that during an upgrade no user data will be over written. When
first installed, the file users.xml.template is copied to users.xml if
users.xml is missing.
