[OpenMadrigal-developers] IGRF and MSIS models updated for Madrigal 2.4

The Madrigal server at Millstone has been updated to include the most
recent IGRF and MSIS models.  The IGRF model was released in May 2005,
and extrapolates the internal magnetic field through the year 2010. The
IGRF model was imported through the Geopack distribution. The MSIS model
on Madrigal has been updated to the 2000 version.  It includes anomalous
oxygen, and uses an array of Ap values from the requested time to 57
hours before the requested time.

These updates will be also be included with the release of Madrigal 2.4.
