[OpenMadrigal-developers] Madrigal 2.3 ready for release

Both the Eiscat and SRI Madrigal sites are fully functional running Madrigal 
2.3, and so its ready for release.  I've updated the OpenMadrigal web page so 
that the new release is available.  The list of new features is at 
http://www.haystack.mit.edu/madrigal/whatsNew.html.

Should we do the same two annoucements as before - technical details to Madrigal 
admin, and general to Madrigal announce?
