It seems we have to use the PACE longitude at 300km, instead of on the
ground. I thank we can use 300 km as a default, whether it is for
Sondrstrom of not, as I think that PACE system is largely used for upper
atmosphere studies, so 300 km should be a reasonable assumption. By the
way, from the original PACE coordinate paper, conversion is only
appropriate between 0 - 600 km.
